How to create tunnel to a telnet

I'm using Linux, what I want to achieve is to telnet directly through a host but my current situation is

Me  ---(ssh)---> [Linux Host 1]  ---(telnet)--->  [Linux Host 2]
                               *no login needed

I want to do

Me  ---(ssh)---> [Linux Host 1]  ---(telnet)--->  [Linux Host 2]

I can't assign public IP to host 2, there is no workaround

so my end goal is to:

Me ----(telnet)---> [Linux Host 2]

First start the tunnel:

ssh -L 2300:host2:23 you@host1 -N

Background it or open a new terminal:

telnet localhost 2300
